A bill to amend the Wild and Scenic Rivers Act by designating the Skagit River in Washington as a component of the National Wild and Scenic Rivers System.

Amends the Wild and Scenic Rivers Act to designate a specified segment of the Skagit River, Washington, as a wild river.

Requires the Secretary of Agriculture to consult with affected Federal and State authorities, as well as the interested public, in the development of a management plan for the area.
