A bill to amend the Wild and Scenic Rivers Act by designating a segment of the Rio Grande in Texas as a component of the National Wild and Scenic Rivers System, and for other purposes.

Amends the Wild and Scenic Rivers Act to designate a specified segment of the Rio Grande, Texas, as a component of the National Wild and Scenic Rivers System.

Requires the Secretary of the Interior to develop a management plan concerning the wild river component within two years of the enactment of this Act. Directs the Secretary to consult with relevant Federal and State officials as well as with the government of Mexico in the development of such management plan.

Restricts the amount of area that may be included in the wild river component. Restricts the amount of money which may be spent in the acquisition of lands and interests therein.
