National Art Bank Act - Establishes, within the National Endowment for the Arts, an Art Bank to be headed by a Director.
Authorizes the Director to purchase visual works of art for the Art Bank, to make such works available on loan to certain private and governmental entities for public display, to sponser exhibitions, and to assist State and local governments and nonprofit institutions in establishing Art Banks, of funds which may be expended for the work of any one artist during any one fiscal year.
