A bill to amend the Elementary and Secondary Education Act of 1965 to establish projects to educate, motivate, and encourage secondary school students from an economically disadvantaged background to pursue training at the undergraduate and graduate levels in the biomedical sciences.

Amends the Elementary and Secondary Education Act of 1965 to direct the Commissioner of Education to make grants to and enter into contracts with institutions of higher education to offer projects to encourage economically disadvantaged students to purchase undergraduate and graduate training in the biomedical sciences.

Sets forth the activities such projects must provide and the criteria applicants must meet in order to be eligible for assistance under this program.
