A bill to amend the Water Resources Planning Act so as to strengthen and protect the rights of the States and delineate Congressional authority and responsibility with regard to national water resources policy.

Amends the Water Resources Planning Act to provide for Senate confirmation of the chairmanships of the Water Resources Council and of the regional river basin commissions.

Requires that changes in the principles, procedures, and standards for Federal participants in the preparation of comprehensive Federal water and land resources projects be submitted to and approved by Congress.

Establishes a procedure for public hearings by the Water Resources Council on any revision in the national water resources policy.
