Amends the Rehabilitation Act of 1973 to require that any Federal Government contract in excess of $2,500 for the procurement of personal property and nonpersonal services shall contain a provision requiring the contracting employer to establish and operate an alcohol abuse and alcoholism rehabilitation program among employees, or arrange for referral to such programs.
Amends the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970 to make the Secretary of Health, Education, and Welfare responsible for fostering and encouraging alcohol abuse and prevention programs and services in State and local governments and in private business and industry.
