Amends the Regional Rail Reorganization Act of 1973 to authorize $27,200,000 for administrative expenses for fiscal year 1979.
Provides that funds appropriated under the authorization for fiscal year 1978 shall remain available until September 30, 1979.
Amends the Rail Reorganization Act by allowing the term of office of the nongovernmental members of the Board of Directors of the United States Railway Association to carry over until a successor has been appointed and qualifies.
