Export Stimulation Act - Amends the Commodity Credit Corporation Charter Act to direct the Secretary of Agriculture to furnish Commodity Credit Corporation financing to exporters of commodities who wish to extend deferred payment terms to foreign buyers. Stipulates procedures for and limitations upon such financing.
