A bill to designate lands in the State of Alaska units of the National Park, National Forest, National Wildlife Refuge, Wild and Scenic Rivers, and National Wilderness Preservation Systems.
Alaska National Interest Lands Conservation Act - Title I: National Park System - Designates specified public lands in Alaska to be included as units of the National Park System.
Title II: National Wildlife Refuge System - Establishes specified areas in Alaska as units of the National Wildlife Refuge System.
Expresses the intent of Congress that the Illiamna watershed be managed for the primary purposes of watershed protection and fishery production. Authorizes the Secretary of Interior to enter into a cooperative agreement with the State of Alaska concerning management of the State and Federal lands within the Illiamna watershed.
Allows the Secretary to convey Federal lands within the watershed to Alaska under certain circumstances. Requires the Secretary to determine, before any such conveyance, that the appropriate legislation has been enacted by the State of Alaska and that the State is ready, willing, and able to implement a program to protect and manage the watershed for the primary purposes of watershed protection and fishery production.
Allows the Secretary to designate misused lands within the Illiamna watershed as units of the National Wildlife Refuge System. Requires the Secretary, before such designation, to provide the Governor of Alaska with notice of such misuse and allow the State 90 days to remedy the situation.
Title III: National Wild and Scenic Rivers System - Lists rivers in Alaska which shall be wild rivers for purposes of the Wild and Scenic Rivers Act. Designates other rivers for study for inclusion as wild and scenic rivers.
Title IV: National Forest System - Adds specified lands to the Tongass and Chugach National Forests in Alaska.
Title V: National Petroleum Reserve in Alaska - Directs the Secretary of the Interior to manage the National Petroleum Reserve in Alaska in such a manner as to recognize subsistence use and to promote specified conservation objectives.
Title VI: Designation of Wilderness Areas - Designates specified lands to be included in the National Park System and the National Wildlife Refuge System.
Title VII: General Administrative Provisions - Permits establishment of subsistence management zones in Alaska and prescribes conditions under which subsistence uses may be permitted and regulated.
Requires the Secretaries of Interior and Agriculture to consult in the preparation, every two years, of a report to Congress concerning the status of subsistence uses.
Provides for the withdrawal of designated lands from appropriation under mining and mineral leasing laws. Delineates the rights of native corporations with respect to designated lands.
Establishes the Alaska Cooperative Planning Commission to advise interested parties concerning the use and management of designated lands.
Requires the Secretary to formulate, within five years, a detailed resource management and use plan for designated areas.
Requires the Secretary to give full consideration to employing qualified local residents who have special knowledge or expertise concerning the resources and management of the national conservation system units.
Title VIII: Mineral Management Zones - Provides guidelines for the issuance of exploration and extraction permits for areas within designated Mineral Management Zones. Requires that exploration studies not substantially alter the surface features of the area. Grants the exploring party the right of first refusal should a permit for extraction be offered. Provides for competitive bidding should the exploring party refuse the offer of an extraction permit.
Title IX: Miscellaneous Provisions - Sets criteria for designation of segments of Iditarod Trail as part of Iditarod National Historic Trail. Requires that lands owned by the State of Alaska, or political subdivisions thereof, may be acquired for the Klondike Gold Rush National Historic Park only by donation or exchange.
Title X: Appropriations - Authorizes the appropriation of such sums as are necessary to carry out the provisions of this Act.
