Repeals the requirement that a stepchild or recognized natural child of a Federal employee or Member of Congress must have been living with such employee or Member in a regular parent-child relationship to qualify for Federal survivors' annuities. Repeals the same requirement for health insurance benefits with respect to stepchildren, recognized natural children, and foster children. States that an illegitimate child of a Member or employee shall not be deemed dependent upon such Member or employee, and thus not eligible for survivors' annuity or health insurance benefits, unless such Member or employee was (or is) living with or contributing to the support of such illegitimate child.
