A bill to amend the Federal Food, Drug, and Cosmetic Act with respect to cosmetic safety.
Cosmetic Safety Amendments - Title I: Cosmetic Safety - Amends the Federal Food, Drug, and Cosmetic Act to: (1) establish cosmetic safety standards including testing; (2) establish standards for determining cosmetic adulteration and misbranding; (3) provide for individual injunctive actions to restrain violations of such standards; and (4) provide the Secretary of Health, Education, and Welfare with civil and criminal enforcement powers with respect to such standards.
Title II: Registration and Compliance - Directs that all cosmetic processors register annually with the Secretary. Requires: (1) such registration to include cosmetic lists; (2) notification of new cosmetics or ingredients; and (3) filing of all reports of adverse reactions.
Extends the Secretary's inspection and seizure authority under such Act to include the inspection and seizure of cosmetics.
Prohibits the importation of cosmetics from nonregistered foreign establishments.
Title III: Cosmetic Labeling - Establishes cosmetic labeling information requirements including: (1) ingredients; and (2) health warnings.
Title IV: General Provisions Concerning Cosmetics - Directs the Secretary to establish a system for making public information with regard to hazards from accidental ingestion or misuse of cosmetics. Authorizes the Secretary to appoint advisory committees to assist in the administration of this Act.
