A bill to amend the Merchant Marine Act, 1920, by establishing a program of development grants for those seaports located in the domestic offshore States, territories, and possessions of the United States.
Domestic Offshore Communities Seaport Development Act - Amends the Merchant Marine Act, 1920, to authorize the Secretary of Commerce to make grants in order to establish a system of public seaports adequate to meet the needs of domestic offshore communities.
Stipulates that the aggregate amount of such grants shall be at least $100,000,000 for each of the fiscal years 1978 through 1981.
Sets forth conditions which must be met in order for the Secretary to approve such a seaport development project. Establishes a formula for the apportionment of such grants.
