Amends the Interstate Commerce Act to require common carriers engaged in the transportation of household goods to give estimates to a shipper of such goods upon request. Stipulates that the actual cost for such transportation shall not exceed the lesser of a reasonable rate determined by tariffs in effect at that time or an amount which does not exceed the estimate by more than ten percent. Establishes civil penalties for such violations. Establishes administrative procedures for the Interstate Commerce Commission to follow regarding complaints alleging such violations.
