Rehabilitation Cost Assistance Act - Authorizes the Secretary of Health, Education, and Welfare to provide grants to States to reimburse them for a study to assess the cost of assuring accessibility to handicapped individuals in federally assisted education programs.
Authorizes the Secretary to make grants to educational institutions to pay the Federal share of the cost of removing architectural barriers.
Establishes criteria for such grant programs.
