A bill to authorize a special security assistance program for the modernization of the armed forces of the Republic of Korea.
Special International Security Assistance Act - Authorizes the President to transfer to the Republic of Korea, without reimbursement, defense articles located in Korea; and to furnish defense services directly related to such articles. Permits the substitution of articles from the stocks of the Department of Defense when (1) transfer of articles located in Korea would have an adverse impact on the readiness of the United States Armed Forces; (2) the defense capability resulting from these articles is needed to maintain the military balance on the Korean Peninsula; and (3) comparable defense capability would result from the transfer of defense articles in stock without having an adverse impact on the readiness of United States Armed Forces.
