A bill to amend title 38, United States Code, to establish a Court of Veterans' Appeals and to prescribe its jurisdiction and functions.

Establishes a Court of Veterans' Appeals, appointed by the President, with exclusive jurisdiction to review by appeal all questions involved in decisions of the Board of Veterans' Appeals.
