Directs the Secretary of Energy to establish a program to monitor the supply and demand of home insulation materials and the systems utilized by home insulation manufacturing and supply firms in allocating such materials.
Directs the Secretary to promulgate regulations for the allocation to end users of home insulation materials.
Authorizes the Council on Wage and Price Stability to establish temporary price ceilings on such materials.
Directs the Consumer Product Safety Commission to establish quality standards for such materials.
Authorizes appropriations in such amounts as may be necessary to carry out the provisions of this Act.
