A bill to authorize the Secretary of the Navy to set aside and clear a certain portion of the Island of Kahoolawe, Hawaii, as a pilot project to determine the feasibility and cost factors of clearing the entire island and surrounding waters of naval ordnance which is on such island and in such waters as the result of such island being used as a target range.

Authorizes and directs the Secretary of the Navy to conduct a pilot project on the island of Kahoolawe, Hawaii, to determine the feasibility and cost of clearing the island and surrounding waters of naval ordnance and other debris resulting from the use of such island as a target range by the United States Navy.

Authorizes appropriations in such amounts as may be necessary to carry out the provisions of this Act.
