A bill to amend the Whale Conservation and Protection Study Act to increase appropriations authorization for fiscal years 1978 and 1979 and to authorize appropriations for fiscal year 1980 through 1982.

Amends the Whale Conservation and Protection Act to urge that attention be given to the utilization and employment of native whaling committees which engage in whale hunting for subsistence.

Authorizes appropriations to carry out the purposes of the Act for fiscal years 1980 through 1982, and increases appropriations authorization for fiscal years 1978 and 1979.
