A bill to permit the leasing and transfer of flue-cured tobacco allotments or quotas in certain disaster areas for the year in which such disaster areas for the year in which such disaster occurred.

Amends the Agricultural Adjustment Act of 1938 to extend coverage of its disaster lease and transfer of tobacco allotment and quota provisions to any county suffering the specified amount of losses, but restricts such coverage to flue-cured tobacco.
