Summary

Authorizes the Secretary of Health, Education, and Welfare to make loans to local government units with populations of at least 100,000 persons for the establishment of nonprofit clinics for the spaying and neutering of dogs and cats.

Requires the Secretary to promulgate regulations establishing maximum fees for such services.

Authorizes appropriations not to exceed $4,000,000 for fiscal year 1978, and for each of the four succeeding fiscal years to carry out this Act.
