A bill to provide that social security benefit increases occurring after December 1977 shall not be considered as income or resources for the purposes of determining the eligibility for or amount of assistance which any individual or family is provided under certain Federal housing laws.

Prohibits the consideration of any cost of living increase of Old Age, Survivors, and Disability Insurance benefits after December 1977 for purposes of determining the eligibility for or amount of assistance which any individual or family is provided under specified Federal housing programs.
