A bill to establish a comprehensive and coordinated national climate policy and program.
National Climate Policy and Program Act - Requires the President to establish a comprehensive national climate program including (1) research on causes of climate fluctuation and resultant impacts, (2) collection of climate data on a global basis, (3) development of long term weather forecasts, and (4) intergovernmental research and services including university participation in applied research projects.
Requires the Secretary of Commerce to coordinate the activities of the program with the climate programs of other nations and international organizations.
Requires the President to direct the maintenance of specific planning and management activities including a five-year national climate program plan, and the establishment of advisory committees.
Directs the Secretary to establish a cooperative program for Federal and State activities in climate research and advisory services. Authorizes the Secretary to award matching funds to State universities for climatological research and advisory services.
Authorizes the Secretary to establish experimental climate forecast centers.
Authorizes appropriations to carry out the purposes of this Act for fiscal years 1978, 1979, and 1980.
