Amends the Rural Electrification Act of 1936 to authorize the Administrator of the Rural Electrification Administration to guarantee loans to finance construction and operation of electric transmission facilities to provide electrical energy to municipalities with 25,000 inhabitants or less.
Stipulates that such loan guarantee authority shall terminate on September 30, 2006.
