Establishes the Long Island Sound Heritage to be made of parcels of water-related land areas which have unique scenic, historic, architectural, cultural, conservation, ecological, and scientific value. Lists areas located in the States of Connecticut and New York which shall be considered for initial inclusion in the Heritage.
Directs the Secretary of the Interior to develop plans for the acquisition, development, protection, maintenance, and administration of those areas which comprise the Long Island Sound Heritage. Provides for the acquisition of land for the Heritage.
