A bill to amend title IV of the Social Security Act to permit States to require, as a condition of eligibility, photo identification cards for recipients of aid to families with dependent children and to provide 75% Federal matching funds for the administrative costs thereof.

Amends Title IV (Aid to Families with Dependent Children) of the Social Security Act to permit States to require, as a condition of eligibility, the issuance of photo-identification cards to recipients of aid under such Title.

Provides for Federal payment to the States of 75 percent of the cost of issuing such cards.
