Rail Service Protection Act - Prohibits the Interstate Commerce Commission from authorizing the abandonment of any rail line or the discontinuance of any rail service for 18 months.
Amends the Department of Transportation Act to stipulate that the Federal share of the costs of rail service assistance programs under such Act shall be 100 percent for the first fiscal year which is more than 18 months after the enactment of this Act, 90 percent for the second fiscal year, 80 percent for the third and 70 percent for the fourth fiscal year.
