A bill directing the Secretary of Agriculture to compile and publish certain information relating to the adequacy of a transportation system to meet the needs of agriculture and rural development in the United States.
Establishes a Rural Transportation Advisory Task Force, with the Secretaries of Agriculture and of Transportation serving as Cochairmen, which shall prepare and publish a report (preceded by public hearings, and, if the Task Force chooses, an initial report) which shall include recommendations for: (1) determining the essential needs of agriculture on a continuing basis; (2) establishing a national agricultural transportation policy; (3) methods of identifying impediments to a railroad transportation system adequate to meet the essential needs of the agriculture industry of the United States; and (4) the specific requirements of such a system. Requires submission of copies of such report to the appropriate Congressional committee and to the Chairman of the Interstate Commerce Commission.
