A bill to amend the Public Works and Economic Development Act of 1965 to authorize a program of research, development, and demonstration of guayule rubber production and manufacture as an economic development opportunity for the southwestern States.
Native Latex Commercialization and Economic Development Act - Directs the Secretaries of Agriculture and Commerce to coordinate and carry out research culminating in the commercialization of latex from Parthenium or other hydrocarbon containing plants.
Establishes a Joint Commission on Guayule Research and Commercialization to establish policy and assist the Secretaries in carrying out the purposes of this Act. Requires the Commission to annually report its recommendations to Congress. Requires the Secretaries to maintain a bank of research data on native latex. Directs the Secretary of Agriculture to conduct, promote, and sponsor basic and applied research and technology to develop methods for large scale culturing of plantations and the production of latex from such crops. Directs the Secretary of Commerce to initiate and carry out research, technology development and transfer, and demonstration projects testing the ecomomic feasibility of the manufacture and commercialization of natural rubber from such crops.
Authorizes the Secretaries to enter into cooperative projects with the government of Mexico to accomplish the purposes of this Act.
Authorizes the Secretaries to coordinate their activities to promote the development of native latex with those of other Federal agencies.
Authorizes appropriations to carry out the purposes of this Act.
Amends the Agricultural Adjustment Act of 1938 to provide that no marketing quota penalties shall be assessed on certain 1975 crop Maryland type 32 tobacco.
