Directs the Administrator of Veterans' Affairs to provide special psychological readjustment therapy and counseling services, and such follow-up treatment as may be necessary, to any veteran of the Vietnam era and to the dependents of any such veteran who is having emotional problems in adjusting to civilian life as the result of psychological disturbances experienced during the Vietnam era.
Requires the Administrator to conduct a comprehensive study of the psychological and sociological effects of military service in the Vietnam War and the readjustment and rehabilitation problems related thereto, for the purpose of making recommendations for more effective psychological services by this Act.
