A bill to establish a Department of Education and Training.
Department of Education Act - Establishes an executive department to be known as the Department of Education to be administered by a Secretary of Education.
Declares the principal function of such Department to be to promote the cause and advancement of education throughout the United States.
Authorizes the Secretary to (1) advise the President with regard to long-range goals and policies; (2) coordinate Federal education activities; (3) conduct surveys and disseminate relevant educational data; and (4) encourage comprehensive State and local planning.
Transfers to such Department all functions of the Secretary of Health, Education, and Welfare, or the Commissioner of Education regarding (1) the Education Division of H.E.W.; (2) the Officer of Child Development of H.E.W. concerning Head Start; (3) the H.E.W. educational advisory committees; (4) federal grants for construction of radio and television facilities used for educational purposes; (5) enforcement of education related orders through the Office of Civil Rights; (6) the National Foundation on the Art and Humanities; (7) the relationship between Gallaudet College, Howard University, and American Printing House of the Blind, and H.E.W.; (8) the operation of schools by the Secretary of Defense for military dependents; (9) the operation of schools for Indian children administered through the Bureau of Indian Affairs; (10) college housing under title IV of the Housing Act of 1950; (11) education and training programs of the Department of Labor; and (12) all other Federal education and training programs operated for Federal officers and employees.
Redesignates the Department of Health, Education, and Welfare and the Secretary of such Department as the Department of Health and Welfare and the Secretary of Health and Welfare.
Establishes a National Advisory Commission on Education to advise, assist, and make recommendations concerning education. Directs such Commission to report annually to the President and the Congress.
Directs the Secretary of Education to prepare an annual report to the President for submission to the Congress, and authorizes to be appropriated the necessary funds for such Departments.
