A bill to amend the Marine Protection, Research, and Sanctuaries Act of 1972 in order to provide additional control over and eventually terminate the dumping of sludge into the oceans off the United States.
Sludge Control Act - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the dumping of sludge in ocean waters except in accordance with a plan approved by the Administrator of the Environmental Protection Agency in accordance with prescribed criteria.
Stipulates that no dumping shall be authorized after 1981. Authorizes the disposal of such sludge by alternative methods as approved by the Administrator after 1977 through 1981.
Authorizes the Administrator to make grants to States and localities for sludge control plans and development of alternative sludge disposal methods.
Directs the Secretary of Transportation to order the Coast Guard to monitor ocean dumping of toxic chemical wastes in accordance with specified inspection procedures.
Directs the Administrator to establish a plan for the removal of sludge which poses a danger to public health or the environment. Imposes strict liability upon owners and operators of vessels for sludge removal costs.
Authorizes the Administrator to provide grants and technical assistance to States and localities for removal of sludge posing a danger to the public health or the environment.
