A bill to provide for the chartering of savings banks, to increase the efficiency and flexibility of credit unions.
Financial Institutions Amendments - Title I: Charters for Thrift Institutions - Amends the Home Owners' Loan Act of 1933 to authorize the Federal Home Loan Bank Board to charter Federal mutual savings banks and Federal savings and loan associations. Makes provision for the conversion of State-chartered mutual savings banks into Federal savings banks.
Title II: Credit Unions - Revises the organizational and managerial structure of Federal credit unions to achieve consistency with laws now in force. Amends the Federal Credit Union Act to restructure the National Credit Union Administration.
Establishes the National Credit Union Administration Central Liquidity Fund.
