A bill to amend title 39 of the United States Code to provide that certain matters not be considered as letters for purposes of the private express statutes.

Excludes from the definition of "letter" telegrams, letters sent in bulk, and other items not generally considered to be letters. Limits such definition as defined by this Act to postal law provisions dealing with private carriage of letters, illegal carriage of letters, and prompt delivery of mail from a vessel. Permits the carriage of mail by private carrier not otherwise permitted if such mail is addressed to such carrier or if the Postal Service determines that such private carriage is in the public interest.
