Amends the Federal Water Pollution Control Act to authorize the appropriation of $4,500,000,000 for each of fiscal years 1977, 1978, and 1979, for grants for the construction of waste treatment works. Specifies a formula for the allotment of such funds to the States.
Authorizes additional appropriations to insure that States and territories meet specified minimum funding levels.
