A bill to amend title 5 of the United States Code in order to provide that certain benefits to which employees of the United States stationed in Alaska, Hawaii, Puerto Rico, or the territories of the United States are entitled may be terminated under certain conditions.

Permits any Federal agency employing any person stationed in Alaska, Hawaii, Puerto Rico, Guam, or any territory of the United States to terminate specified home leave and other travel benefits of such employee if he or she is entitled to such benefits solely as a result of his or her claim of actual residence outside the area in which he or she is stationed, provided: (1) qualified local residents are eligible and able to fill the position of such employee; (2) the employee's contract period has expired; and (3) the employee refuses to accept assignment to a comparable position in the continental United States or other area in which he claims an actual residence.
