Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to: (1) eliminate the five-month waiting period for disability benefits; (2) eliminate the requirement for a reconsideration of or other intervening administrative proceeding on an adverse decision on an application for benefits as a precondition for a hearing on such decision; and (3) establish a minimum exempt amount ($3,600 per year) which a disabled individual may earn before being considered capable of engaging in substantial gainful activity.
