Amends the Small Business Act to establish the position of Associate Administrator for Women's Business Enterprise within the Small Business Administration.
Lists among the duties of such Administrator: (1) increasing participation of women in Small Business Administration programs; and (2) reporting to the Administrator on proposals for implementing policy objectives.
