Bill of Rights of the Blind Act

Bill of Rights for the Blind Act - Prohibits common carriers in interstate commerce, operators of any place of public accommodation; and owners and operators of housing subject to Federal fair housing laws from refusing service to any person because of such person's blindness or because of such person's use of a dog guide or other guidance instrumentality. Prohibits the levying of an additional fee on a blind person for the admission of a dog guide or other instrumentality. Sets civil penalties for the violation of the prohibitions of this Act.

Directs the President to designate October 15 as White Cane Safety Day.
