A bill to provide that the United States Canal Zone shall be represented by a Delegate to the House of Representatives.

Provides that the United States Canal Zone shall be represented by a Delegate to the House of Representatives. Requires that a special election be held no later than 30 days after enactment of this Act to elect a Delegate to serve until the regular election of 1978.
