Amends the Marine Protection, Research, and Sanctuaries Act to extend the authorization of appropriations to fiscal years 1978 and 1979.

Repeals the directive that the Secretary of Commerce establish a continuing program of research on the long-range effects of pollution, overfishing, and man-induced changes in ocean ecosystems.
