A bill to authorize appropriations for environmental research and development activities of the Environmental Protection Agency.
Environmental Research, Development, and Demonstration Authorization Act - Authorizes appropriations to the Administrator for fiscal year 1978 for specified environmental research and development activities in the areas of air and waste management, water pollution control, toxic substances control, pesticides, and radiation. Restricts the transfer of funds from one category to another.
Directs the Administrator of the Environmental Protection Agency to increase the number of personnel positions in the Health and Ecological Effects program in 1978 to 862.
Directs the Administrator to offer grants to public sector agencies to assist in the development and demonstration of projects demonstrating new methods and technology of providing safe drinking water, or recycling waste water for drinking. Authorizes appropriations for such grants.
Directs the Administrator, in his annual revision of the five-year plan submitted to Congress under the Environmental Research, Development and Demonstration Act of 1976, to include budget projections for no-growth, moderate-growth, and high-growth budget.
Directs the Administrator of the Environmental Protection Agency to establish a Science Advisory Board to consult with the Administrator on such matters where the Administrator shall determine that such scientific advice is desirable. Directs the Board to review and comment on the above five-year plan, and on various aspects of health effects research.
Directs the Administrator to take certain steps to promote the coordination of environmental research, development and demonstration activities. Directs the Chairman of the Council on Environmental Quality to report to the Congress and the President regarding coordination of environmental research and development.
Directs the Administrator to implement the recommendations of a report prepared for the House Committee on Science and Technology entitled "The Environmental Protection Agency Program with primary emphasis on the Community Health and Environmental Surveillance System (CHESS): An Investigative Report.
Sets forth financial disclosure requirements for officers and employees of the Agency. Provides criminal penalties for the violation of such requirements.
