Amends the Housing Act of 1949 to extend the following authorities for one year: (1) for payments on notes and obligations for rural housing loan funds; (2) for housing and facilitities for elderly and handicapped families in rural areas; (3) for the Rural Housing Insurance Fund; and (4) for mutual and self-help rural housing. Makes changes in the authorizations for appropriations for low-income repair loans and grants and financial assistance for labor housing.
