A bill to authorize appropriations for continuation of construction of distribution systems and drains on the San Luis unit, Central Valley project, California, to mandate the extension and review of the project by the Secretary.

Authorizes the appropriation of $31,050,000 for FY 1978 for continuation of construction of distribution systems and drains on the San Luis unit, Central Valley project, California.

Directs the Secretary of Interior to establish a task force to review the management and operations of such unit.

Prohibits the Secretary from approving, without submission to Congress, any modification of the current water service contract or current repayment contract prior to completion of the task force report.
