A bill to insure equal protection of the laws as guaranteed by the fifth or fourteenth amendments to the Constitution of the United States.

Requires a court of the United States to find discriminatory intent before it can declare any Federal or State action as violative of the fifth or fourteenth amendments to the U.S. Constitution.
