Amends the Endangered Species Act of 1973 to revise the requirements necessary for State programs to be deemed adequate and active programs for the conservation of endangered species and to qualify for Federal assistance under the Act.
Authorizes the appropriation of $10,000,000 through September 30, 1977, and $16,000,000 for fiscal years 1978-1981 for State cooperative programs under the Act.
