Authorizes the Secretary of the Interior to construct the Glen Elder unit of the Pick-Sloan Missouri Basin program for wildlife conservation and recreation. Prohibits water from this unit to be delivered for production of any agricultural commodity on newly irrigated land for ten years, unless needed for national security. Authorizes appropriations for such construction.
