A bill to provide temporary authority to the Administrator of the Small Business Administration to facilitate water conservation practices and emergency actions to mitigate the impacts of the 1976-1977 drought.
Amends the Small Business Act to authorize the Small Business Administration to make its physical disaster loans, except those to homeowners on their primary residences, to cover losses involving droughts and other disasters occurring during the period January 1, 1978, to October 1, 1978, at a three percent rate of interest on loans up to $40,000, and a five percent rate of interest on loans over $40,000 and up to $250,000.
