A bill to amend title 39 of the United States Code to allow an individual to send certain mail matter at no cost to Members of Congress and to the President.

Permits any individual to send postage free mail matter not exceeding four ounces in weight to his or her representatives in the House of Representatives and the Senate and to the President of the United States.
