A bill to authorize the waiver of section 27 of the Merchant Marine Act, 1920, in the interest of friendly relations with Mexico and Canada.

Authorizes the Secretary of the Treasury to allow vessels owned by, or registered under the laws of, Canada or Mexico to transport merchandise between points in the U.S. whenever such action is necessary or desirable in the interest of friendly relations with such countries.
